C&I Custom Dual-Fuel Projects
On July 10, 2026, the Maryland Public Service Commission issued an order that restored Washington Gas’ ability to recognize and incentivize qualifying natural gas savings from dual-fuel custom projects in overlapping utility service territories. The Commission directed Washington Gas and Pepco to return to the historical framework for these projects, allowing Washington Gas to once again claim eligible therm savings from qualifying dual-fuel opportunities.
What does this mean for you? If you have a project that produces both electric and natural gas savings, don’t assume it is only eligible for incentives through the electric utility. Projects that generate verifiable therm savings may qualify for Washington Gas incentives through our C&I Custom Program. If you’ve had dual-fuel projects on hold or you believed they were not eligible for Washington Gas incentives, we encourage you to bring them forward for review.
Washington Gas EmPOWER Maryland Sunset Filing
Under the Utility RELIEF Act (HB 1532) passed last April, key Washington Gas program operations must conclude on Dec. 31, 2026. Until then, our EmPOWER Maryland programs remain fully operational and focused on accepting and moving forward as many incentive applications as possible. We encourage you to keep submitting projects for preapproval, keep current projects on track and set clear expectations with customers that they must act soon to receive Washington Gas incentives.
We have respectfully asked the Maryland Public Service Commission to approve our plan to honor eligible projects preapproved by Dec. 31, 2026. As we await a decision, please stay tuned for follow-up communications from us. We will align with you on key transition points, including application and final processing timelines.
Please note that in 2027, no new preapproval applications will be accepted. While this guidance applies to Washington Gas Maryland incentives, we will continue to operate our full suite of Virginia C&I Prescriptive and Custom programs through mid-2028.
